Can I make a new Dota 2 account? Skill level -

Default Can I make a new Dota 2 account? Skill level -

So I started playing Dota 2 a week ago, and I've grinded alot (watching guides, grinding heroes, taking notes from guides, studying), I've probably gotten to a somewhat intermediate level already. However, the people I play with are not an intermediate level, they don't know how to play the game, and every game I play I feel like banging my head against a brick wall (it's so fucking painful, playing for 1 hour just to loose because your team mates literally don't know how to play the game.) I selected the option for being new to Moba's in general, because I was. But now, I feel like I need to go back and select a higher option

Can I make another account, if so, how? (This may seem like a dumb question, but I'm new to steam in general if it concerns that, and I'm on the verge of quitting because I can't take my teams noobiness.) And will I be matched with people who know how to play the game if I choose the fairly familiar option?

Thanks, sorry to rant but it's so fustrating.
